Why AI consent is becoming the defining design decision in connected urban services
The technology case is already proven
Smart city technologies are no longer experimental. Sensors, computer vision, AI-driven traffic systems, digital identity frameworks, and automated public services are already embedded across transport, utilities, safety, and civic administration in many cities. The technical capability exists, and in many cases it is already delivering measurable operational benefits. What is increasingly constraining scale is not the maturity of the technology, but the absence of sustained public trust.
This is not an abstract concern. Evidence from major smart city initiatives, policy research, and public surveys points to a recurring pattern in which technological deployment advances faster than the governance, transparency, and consent structures required to make those systems socially legitimate. Where that gap persists, adoption slows, backlash emerges, and value is left unrealised.
When technology outpaces legitimacy
The experience of Toronto’s Quayside development illustrates this clearly. Despite ambitious plans around sustainability and urban innovation, the Sidewalk Labs project encountered sustained resistance from academics, civil society groups, and residents.
Reporting by the Financial Times documented concerns that the model risked undermining data rights and democratic accountability, even as it promised technical progress. The project was ultimately abandoned. The failure was not one of engineering capability, but of legitimacy.
By contrast, the same reporting highlights Barcelona’s deliberate move towards digital sovereignty, where citizen participation, public data ownership, and transparency are treated as core design principles rather than compliance obligations. Two cities pursued advanced technology agendas; only one embedded public trust as a foundational requirement.
Public hesitation is also measurable at scale. Research cited by Harvard’s Data-Smart City Solutions programme indicates that approximately two-thirds of Americans say they would not want to live in a smart city, citing fears around surveillance, cyber risk, and loss of control over personal data. Similar concerns surfaced in Canada during consultations on Quayside, where government-funded polling showed overwhelming unease about data monetisation and private control of civic infrastructure. These findings suggest resistance is not driven by opposition to innovation itself, but by uncertainty over how AI-enabled systems behave once deployed across interconnected public services.
This trust constraint exists despite strong evidence that smart city technologies deliver tangible benefits. Research summarised by McKinsey Global Institute shows that data-driven urban systems can materially reduce crime, shorten emergency response times, improve traffic flow, and lower emissions. In many cases, the gains are significant rather than marginal.
The implication is clear, cities are not constrained by a lack of viable technology. They are constrained by the conditions under which that technology is accepted and allowed to scale.
Consent as a design decision, not a one-time event
Traditional consent models are poorly suited to this environment. They were designed for discrete digital interactions, such as form submissions or account creation, not for continuous, ambient systems that collect data passively, infer behaviour over time, and increasingly act autonomously. In smart city contexts, data is often reused across domains and decisions are shaped long after the original interaction occurred. Consent therefore cannot be reduced to a one-time notice; it becomes a question of whether citizens can reasonably understand, anticipate, and influence how systems affect them over time.
This gap is visible in practice. Reporting by Reuters on Long Beach, California, describes how residents participating in “sensor walks” were surprised by the density of devices in their city and expressed discomfort not because sensors existed, but because their purpose and data use had not been clearly explained. City officials acknowledged that the issue was not technological deployment, but communication and governance. Where cities have addressed this directly, outcomes have shifted. In Long Beach and Boston, authorities piloted frameworks that use visible symbols and QR codes near sensors to explain what data is collected, why it is collected, and how it is governed. Analysis by Reuters and the World Economic Forum indicates that these measures improved public understanding and acceptance, demonstrating that trust increases when systems are made legible and contestable.
What changes as cities move toward agentic AI
The stakes rise further as cities begin to deploy more autonomous, agentic AI systems. Agentic AI offers clear operational advantages by coordinating decisions across complex environments faster than human teams can. However, autonomy without accountability amplifies public risk perception. Analysis from the Thomson Reuters Institute emphasises that agentic AI requires governance frameworks grounded in transparency, accountability, fairness, and security. In public systems, the central question citizens ask is straightforward, who remains responsible when an autonomous decision affects safety, access, or rights? In that context, consent cannot be treated as a standalone concept; it is inseparable from governance and accountability.
It would be misleading to argue that trust is the only barrier to smart city adoption. The digital divide remains a real constraint. UN-Habitat data highlights persistent gaps in access, affordability, and digital literacy, even in urban environments with advanced infrastructure.
Cybersecurity is also a critical concern, as breaches can undermine confidence regardless of consent models. However, these challenges are visible and actively addressed through policy, funding, and regulation. Trust failures are subtler. They tend to surface after deployment, often once systems are already embedded, making them more difficult and costly to resolve.
This is why trust has become the binding constraint. Contrary to a common misconception, stronger consent and governance frameworks do not slow innovation. Projects that fail to establish trust early are more likely to face backlash, delay, or reversal, whereas those that embed transparency and accountability are better positioned to scale. Policy bodies such as the World Economic Forum and ITIF increasingly frame trust not as an ethical add-on, but as an operational requirement for sustainable adoption.
For city leaders, enterprise partners, and technology providers, the implication is clear. The success of smart city initiatives will depend less on the sophistication of AI models and more on whether systems are designed to be understandable, accountable, and inclusive. That means clear responsibility for AI-driven outcomes, transparency over data use beyond the initial interaction, human oversight where autonomy affects rights or safety, and mechanisms for ongoing public engagement.
The technology gap in smart cities is narrowing rapidly. The trust gap is not. How cities address consent and governance in the coming years will determine whether AI-enabled urban systems remain confined to pilot programmes or become durable, legitimate infrastructure that citizens are willing to live with over the long term.
